Vehicles and Parking

  1. Occupants are permitted one (1) vehicle per licensed driver and no more than two (2) vehicles per unit.

  1. Occupants are required to obtain parking permits from the Management Office for all vehicles associated with their unit.

        The requirements are as follows: 

  • Permanent Vehicle:  A VBCA Permanent parking permit.
  • Temporary Replacement Vehicle:  A VBCA Temporary parking permit.
  • Guest’s Vehicle:  A VBCA Temporary parking permit for guest who plan to visit in excess of forty-eight (48) hours.
  1. No vehicles other than automobiles, motorcycles, and trucks (small trucks with no more than 4 wheels) may be parked on Condominium Property.

  1. Delivery vehicles and Moving vans are permitted to park within the Condominium Property for brief periods while loading or unloading.

  1. No person shall bring or keep within the Condominium Property any vehicle not equipped with the proper muffler in good working order, or which causes an unreasonable amount of noise for any other reason.

  1. All vehicles parked within the Condominium Property for more than forty-eight (48) hours must be operable, properly registered with the VBCA office, and legally tagged and licensed with the motor vehicle department.

  1. Vehicles shall park only within the painted lines of designated parking spaces.

  1. No vehicle shall park, stand along side or in the middle of any entrance, exit driveway.

  1. Parking in the Fire Lanes is prohibited, except for the time sufficient to load or discharge passengers.  Do not leave a vehicle unattended in the Fire Lanes.

  1. Residents who register two (2) permanent vehicles may park one (1) vehicle in parking areas adjacent to the residents’ building; the second vehicle MUST be parked in parking areas away from the residents’ building.

The Council shall have the right to impose the following penalty for non-compliance of the above regulations:  “Vehicles and Parking”

    Cause vehicle to be moved or towed away as necessary, at the offending owner’s  expense and without liability for damage caused to the moved or towed vehicle or for any inconvenience to the owner caused by such move.

  1. Owner, Occupant, Tenant, Guest, Delivery personnel, and Movers shall refrain from:

    1. mechanically servicing, washing, polishing, vacuuming, dumping or discarding trash, dirt, contents of ashtrays or otherwise cleaning a vehicle within the Condominium Property.

Exception:  changing of flat tires and jumping of batteries and removal and clearing of snow, ice, and dirt from vehicle’s windows.

    1. driving any vehicles off of driveway or parking spaces and on to the grass areas or walkways of the Condominium Property, including moving and/or deliveries.

    1. causing or permitting the blowing of any horn or screeching of tires from their vehicles within the Condominium Property.

                  Exception:  if necessary for the safe operation of the vehicle.

The Council shall have the right to impose the following penalties to the Unit Owner for non-compliance of the above regulations:  “Vehicle and Parking”

  1. Assessment of a $50.00 fine, for each occurrence of non-compliance.

  2. Cost of restorations.

  3. Cost of Staff time and Professional fees, if applicable and the cost of Attorney  and Court fees, if court action against Owner becomes necessary.

HANDICAP PARKING GUIDELINES

A handicap parking spot will be issued for residents who provide the office with proof of a handicap placard issued by the Motor Vehicle Department.

  1. The placard must be assigned to/for a permanent resident of the unit.

  1. Whenever possible the staff will attempt to place the handicap parking spot where the resident request placement.

  1. A handicap parking spot is not assigned to an individual unit or person.

4)  Handicap parking spots are available for vehicle parking on a “first come-first served” basis.

5)  Defacing a handicap sign by writing a unit #, name, etc. upon it is not permitted, under any circumstances.

The Council shall have the right to impose the following penalties to the Unit Owner for non-compliance of the above regulations:  “Handicap Parking Guidelines”

   1)  Assessment of a $50.00 fine, for each occurrence of non-compliance.

   2)  Cost of restorations.

   3)  Cost of Staff time and Professional fees, if applicable and the cost of Attorney and Court fees, if court action against Owner becomes necessary.

Vehicular speed limit on all driveways within the Condominium Property is ten (10) miles.

Additional Policies

  • Trailers, Campers, Boats, Recreational Vehicles, Vehicles that are inoperable, have expired tags, or do not have a Villa Belmont Condominium Association Parking Sticker are not permitted to be stored on the premises and will be towed at the owners expense.

  • No vehicle is to be driven up on the lawn for any reason, at anytime.

  • Handicapped spaces are issued to Residents. Handicapped spaces cannot be issued to visitors.

  • There are no exceptions to the Rules & Regulations.
