Pet Policy

 A pet is an animal that is tamed or domesticated and kept as a companion.

  1. Pets are welcomed under the following guidelines:

    1. No more than two (2) pets per unit (any combination of dog, cat, and bird).

    1. Pets must be neutered or spayed.

    1. Cats must be litter-box trained.

    1. Birds must be healthy, free from disease and caged.

    1. Turtles and fish are permitted, but tank(s) are never to exceed one hundred (100) gallon combined capacity.

                    Only the above listed animals will be permitted in the Villa Belmont Community.

  1. Sanitary Standards for All Pet Owners:

    1. If an animal defecates anywhere within the Condominium Property, the pet owner or the pet owner’s representative must IMMEDIATELY collect and suitably dispose of the waste.  This is a City of Newark regulation as well.

    1. Pets are not allowed to relieve themselves in any paved Common area or element.

    1. Litter, Gravel, or Bird mess/food must never be placed in or flushed down the toilet or any other Plumbing fixtures.

    1. Litter, Gravel, and Bird Cage Liners must be disposed of in a securely fastened container and the container must be placed directly into the dumpster on the 1st floor of your building.

  1. Pet Registration:

    1. Pet Owner must bring the pet to meet with a VBCA Management Representative to discuss the right to house a pet in the Villa Belmont Community.

    2. complete a Villa Belmont Condominium Pet Registration form.  The following information will be needed in order to complete the Pet Registration:

    1. a clear color photograph of the pet.

    2. a statement from a licensed veterinarian or a State or local authority empowered to inoculate animals stating that all required inoculations have been received.

    3. proof of pets required licenses.

    4. any pertinent information deemed necessary by VBCA Management.

    1. Rules Governing Pets:

      1. Pets are not permitted in recreational areas of the Condominium Property.

      1. Dogs shall not be left unattended in any unit for more than 12 hours

      1. No pet or stray animal may be fed or tied outside at any time.

      1. A pet owner shall be responsible for the control of noise, odor and/or damages  caused by their pet.

    5)  Pet Restraint:

    1. All Pets must be carried either in a carrier or held in the arms of the pet owner or the pet owner’s representative whenever the pet is not closed leashed with the pet owner or the pet owner’s representative holding the opposite end of the leash whenever in the  Common area or elements of the Villa Belmont Community.

    1. All Pets must be kept under control by the pet owner or pet owner’s representative at all times.

    1. Whenever a Staff Member is in a dwelling unit for maintenance, Inspections, etc. Pets must be locked securely away.

    6)  Designating a Pet Guardian

         The name, address, and telephone number of a designated responsible person who

          Will assume the care of the pet if the pet owner is incapacitated or otherwise unable

          To care for the pet must be submitted to the Management Office.

    7)  Pet Removal:

    1. If management deems that a pet has become vicious, displays symptoms of severe illness, or demonstrates other behavior(s) that constitutes a threat to the health and safety of the residents of the Villa Belmont Community, including, but not limited too, biting or violently scratching anyone, the pet owner or pet guardian will be required to immediately remove the pet from the Villa Belmont Community. If the pet owner refuse to remove the pet, or if VBCA staff is unable to contact the pet owner, or pet guardian, VBCA staff has the right to contact appropriate state or local authorities and have the pet removed from the premises and said pet will not be permitted to return to the Villa Belmont Community.

    1. If the health or safety of a pet is threatened by the death or incapacity of its’ owner, or if for any reason the owner is unable to care for the pet properly, VBCA staff will contact the pet guardian to have the pet removed.  If Management is unable to contact the pet guardian, or if the pet guardian will not remove the pet, Management has the right to contact appropriate authority and have the pet removed. In cases where there is no State or local authority authorized to remove a pet Management will enter the pet owner’s unit, remove the pet and place the pet in a facility that will provide care and shelter for thirty (30) days. The cost of any such animal-care facility will be paid by assessing the pet owner.

    8)  Inspections:

    Any unit which houses a pet may be inspected by VBCA staff within thirty (30) days of the pet’s initial occupancy. Subsequent inspections may be at the discretion of VBCA staff with responsible notice given, except in situations where VBCA staff determines an emergency exists and immediate entry is necessary.

    9)  Deceased Pets:

    • The pet owner or the pet guardian must remove any deceased animal from the Villa Belmont Community within twenty-four (24) hours of the animal’s death.

    Pet owners, for their own protection, are strongly urged to acquire liability insurance.

    Disagreements between pet owners and Management shall be resolved by the Council of Villa Belmont Condominium Association.

    The Council shall have the right to impose the following penalties to the Unit Owner for non-compliance of the above regulations:  “Pet Policy”

    1. Assessment of a $50.00 fine, for each occurrence of non-compliance.

    2. Cost of restorations.

    3. Cost of Staff time and Professional fees, if applicable and the cost of Attorney   and Court fees, if court action against Owner becomes necessary.

    Additional Policies

    • Pets are a privilege, not a right.

    • All Pet owners must familiarize themselves with the Villa Belmont Condominium Association Rules and Regulations.

    • There are no exceptions to the Villa Belmont Condominium Association Rules and Regulations.
